Keys to Effective Energy Code Implementation

Program Description
This program will concentrate on the findings of PSD’s recent energy code field study, where field staff visited 171 residential new construction sites to evaluate the effectiveness of energy code implementation in eastern Pennsylvania. Based on these findings code officials and builders should focus on three main areas for improvement: duct leakage, high efficacy lighting, and above grade wall insulation installation. This session will facilitate a discussion among builders/contractors and code officials on the best approaches to improve the comfort, durability, operational costs, and energy efficiency of new homes in Pennsylvania.
Quick facts:
Ducts
Half of all duct systems tested had total leakage rates in excess of the code maximum. Several systems were so leaky that the standard test pressure could not be achieved. We estimate that owners of new homes in Pennsylvania could save $1.4 million in the first year if all new duct systems met code.
Lighting
Nearly 40 percent of homes visited did not have at least 50 percent high efficacy bulbs, as required by code. We estimate that owners of new homes in Pennsylvania could save over $365,000 in the first year if all new homes met this requirement.
Insulation
Over half of all homes visited had insulation that was not installed per the manufacturer’s instructions or meet code requirements for installation. We estimate that owners of new homes in Pennsylvania could save $800,000 in the first year if all new homes met this requirement.
Continuing Education
This program is worth 3.5 continuing education hours for maintaining department of Labor & Industry code certifications. Certificates of attendance will be emailed to all attendees.
